 Job Positions:  Consultancy for Update of CSO Anti-Corruption Programming Capacity (3 Consultants)

The Objectives Of The Project Are
The “Support to Anti-Corruption in Nigeria” project (FED/2012/022-161) (NGAX60) has been formulated in collaboration with national stakeholders and is funded by the European Union (EU) under the 10th European Development Fund (EDF). The EU and the Government of Nigeria have entrusted the United Nations Office on Drugs and Crime (UNODC) with the implementation of the project, which will support the Nigerian Government by contributing to Nigeria’s efforts in enhancing transparency, accountability and combating corruption.

  • To provide effective support to anti-corruption coordination, policy formulation and legislation;
  • To strengthen institutional and operational capacity in the main anti-corruption agencies, with an emphasis on cooperation; and
  • To enhance accountability, transparency and public engagement.

Underlying the aforementioned objectives is the realization that, with coordination and support, a vibrant civil society in Nigeria can play a crucial role and is an invaluable asset in the fight against corruption through its networks and access to the community at large. Therefore this project aims to strengthen the participation of civil society organisations, by enhancing public participation through awareness raising activities and by implementing a grant scheme to strengthen the capacity and expertise of civil society to contribute to the fight against corruption and help increase public accountability in Nigeria.
While UNODC will work with national stakeholders towards achieving the first two objectives, the third objective which seeks to achieve the stated outcome: “civil society organizations empowered to increase the provision of services and their participation in anti-corruption activities enhanced” will be implemented by UNDP.
UNDP requires 3 National Consultants to update the capacity assessment, operations and scope of CSOs at the National and sub-national levels.

Objectives

  • Update the directory of CSOs working on the subject of Anti-Corruption;
  • Update the assessment of the socio-economic, politico-cultural, legal environment and context within which CSOs operate;
  • Update the assessment of the human, material, financial and technical capacities of the CSOs operating at the regional and national levels; and Review the specific Anti-Corruption activities in which CSOs are involved.

Duties and Responsibilities
For the purpose of this consultancy, CSOs would include national and sub-national organisations and networks with focus on anti-corruption and which are registered with the Corporate Affairs Commission (CAC).

The Consultants Are Expected To Undertake The Following Tasks

  • To update the mapping of existing Anti-Corruption CSOs expertise by theme, geographical area and type of activity (e.g. focusing on advocacy, research, service delivery etc);
  • Based on consultations with CSOs, government and relevant stakeholders, to gather information and describe the overall environment and context within which CSOs operate in Nigeria;
  • Based on consultation with individual and or groups of CSOs (as appropriate), to gather relevant information on the following: vision, mission and legal, infrastructure and internal governance structure, internal policy especially on Anti-Corruption programming. Areas of cooperation, potentials, resource mobilization, capacity development activities; and 4. Articulate the CSOs capacity and training.

Deliverables Methodology

  • The assessment was initially conducted in seventeen (17) states namely; Adamawa, Anambra, Bauchi, Benue, Cross River, Edo, Ekiti, Enugu, FCT Abuja, Kaduna, Kano, Lagos, Oyo, Plateau, Rivers, Sokoto, and Taraba;
  • In updating the mapping, the assessment conducted in the above mentioned states should be revised through desktop review (without the requirement of fieldwork). The outstanding the 19 states and the FCT should be mapped and fieldworks should be conducted, where required. In all, the mapping should cover the whole 36 states in the country, and the FCT;
  • The eligibility criteria should include the CSO mandate and their Anti-Corruption focus, registration with the Corporate Affairs Commission [CAC], or if in the process of registering with the CAC).

The Assessment Questions Should Include The Following

  • The socio-economic, politico-cultural, legal environment and context within which CSOs operate in Nigeria?
  • The human, material, financial and technical capacity of the CSOs operating at the regional and national levels?
  • The specific Anti-Corruption activities the CSOs are involved in?

The Data Collection Instruments

  • The assessment team should use the Organisational Capacity Assessment (OCA) tool which will be provided by UNDP, to assess the organisational capacity of the identified Anti-Corruption CSOs, covering a broad range of components – including financial viability, advocacy capacity, service provision, legal environment, infrastructure and public image;
  • Each component should be scored according to evidence-based and relevant examples of recent or historical conditions, and events – specifically in the context of Anti-Corruption programming;
  • The team should use the OCA tool through a guided, interactive self-assessment with the AntiCorruption CSOs in order to enable organizational-learning, team-sharing, and reflective selfassessment within each CSO;
  • The intention is for the OCA tool to identify areas of need within management systems, project performance, program performance, and networking as well as to reinforce healthy organizational practices;
  • Consultants should seek to have a healthy, focused dialogue with CSOs on the promotion of organizational areas which can lead to the development of an Action Plan identifying areas of high priority (trainings needs etc.), ensuing steps, identify responsible staff, estimate completion dates, and identify if additional support is required;
  • Consultants can use the training-needs checklist to identify capacity gaps of each of the CSOs to be assessed, and other secondary sources, including both national and international organizations’ reports on the role of CSOs’ in Anti-Corruption activities in Nigeria, interviews by key informants from relevant government Ministries, Departments and Agencies in each state, to examine the legal environment and context within which the CSOs operate.

Timeline And Schedule (tentative)

  • The Mapping will be conducted during the month of August 2016, for a maximum period of 38 working days, including the writing of the report.

Competencies

  • Strong awareness in the latest development methodologies and capacity development methods on social research;
  • Excellent group facilitation skills honed by actual experience in facilitating similar initiatives;
  • In-depth understanding and knowledge of the Nigeria context; and
  • Excellent oral, written, communication and reporting skills in English .

EducationRequired Skills And Experience

  • There will be 3 National Consultants with a higher degree, a masters in social sciences, law and/or management or other relevant area.

Experience

  • Minimum of 5 years extensive experience and knowledge in conducting institutional capacity assessment, strategic management, organization development and audit;
  • Extensive working experience and/depth knowledge of Civil Society Organizations.

Language Requirement
Strong skills in written communication in English particularly in preparing issue-based papers and reports.
